I. GENERAL PROVISIONS

1.1 The General Terms and Conditions (hereinafter GTCs) apply to the organization and conduct of the Bálványos Summer University and Student Camp – Tusványos (hereinafter Tusványos / Event) and contain the provisions that each participant of the event undertakes to comply with

1.2 Through participating at the event, the Participant declares that he/she has read, has understood and pledges to respect the GTCs which also includes a Confidentiality clause and the event rules of BÁLVÁNYOS SUMMER UNIVERSITY AND STUDENT CAMP – TUSVÁNYOS

1.3 The General Terms and Conditions are valid for an indefinite period. Participants agree that Tusvanyos has the right to unilaterally amend these GTC without prior notice to them. If the GTC are amended, such amendments shall take effect immediately after publication on the website. Tusványos points out that the GTC may be amended even immediately prior to the event. Tusványos recommends Participants to monitor any changes to these GTC.

Authorized Tusványos participant:

Is any person present on the territory of the camp, including the camping area, who holds a valid access ticket and, where applicable, has registered in accordance with the requirements for the day(s) in question.

Unauthorized Tusványos participant:

Is any person present at the camp at any time of the day who:

  • does not hold an access ticket,
  • has a ticket suspected of being illegally acquired,
  • has not registered, if registration is mandatory for the day(s) in question.

The term Buyer means: persons who purchase Event Tickets or Products.

​​ Product: items and rights with pecuniary value that can be purchased from www.tusvanyos.ro or other Contractual Partners at the event.

By the site of the Event: any of the locations where the Bálványos Summer University and Student Camp – Tusványos is held.

By Organizer is understood both the Organizer HUNGARIAN YOUTH COUNCIL IN ROMANIA as the main organizer and any other entity (natural or legal person) with which it has a legal relationship having as its object the organization of the Event.

II. LEGAL RELATIONS

2.1 These General Terms and Conditions also set out the obligations arising from participation in the Event and the relations established between Tusványos and the Participants on the occasion of the Event, the latter being obliged to comply with them, the application of the GTCs going as far as to guarantee the safety and comfort of the Participants

2.2. The GTC must be read together with the Privacy Policy, Rules and Regulations of the Bálványos Summer University and Student Camp – Tusványos. The GTC, Privacy Policy, Rules and Regulations of the Bálványos Summer University and Student Camp – Tusványos will be posted both on the website www.tusvanyos.ro and at the entrance of the Event.

2.3. These GTCs outline the rights and obligations arising from the receipt of an Order Acknowledgment, the purchase of Products, the participation in the Event and the relationship established between Tusványos and the Buyer and Participants.

2.4. By purchasing Products or participating in the Event, Buyers and Participants declare that they accept and undertake to comply with the following:

  • General Terms and Conditions (GTC), including all obligations and responsibilities arising from them. Failure to comply with the GTC may result in consequences such as denial of access to the Event, evacuation from its perimeter and/or legal action.
  • Security measures, notifications, requests and instructions communicated by the Organizer, Police, Gendarmerie, Security Personnel or any other authorized agent of the Associated Entities. These include, without limitation, all provisions regarding access and safety within the Event.
  • All applicable laws and regulations in force at national level.

2.5. The Buyer and the Participant agree to indemnify the Organizer for any damage, loss, liability or injury that these parties suffer or may suffer as a result of the Buyer’s and the Participant’s failure to comply with these GTC.

III. GENERAL RULES OF ACCESS TO THE EVENT

3.1 Entry to the event is possible only through the designated places and times, exclusively for authorized Participants.

3.2 Access to the site of the Event is made only at the specially arranged entrances, in compliance with the registration and access procedures, provided by these GTCs, respectively in the Regulations of Bálványos Summer University and Student Camp – Tusványos.

3.3 Participants have the obligation to bear upon them at all times their identification cards and available tickets/bracelets.

3.4. Participants must exchange their tickets (QR code received by email) for wristbands equipped with a chip (chip) at the entrance to the Bálványos Summer University and Student Camp – Tusványos.

Wristbands can only be issued on the basis of a valid, original identity document. Copies or photos of identity documents will not be accepted.

The wristband will be placed on the participant’s wrist by the organizer, upon presentation of an ID and a valid ticket. Each participant can only pick up their own wristband, and transferring it to another person is strictly prohibited. If the organizers discover that someone is not wearing their own wristband, both they and the original holder of the wristband will be excluded from the festival.

Free tickets can only be exchanged for wristbands by people who can prove their eligibility with an ID. The name on the ticket must match the name on the ID.

Access to the camp areas is only allowed on the basis of a wristband, which participants must wear on their wrist at all times. The chip (also called an RFID tag) embedded in the wristband stores the participant’s access rights, specifying which areas they can enter. The RFID tag also contains personal information, based on the ticket presented when picking up the wristband.

The organizer reserves the right to inspect the wristbands at any time, both at the entrances to the festival and its areas, and throughout the entire duration of the event. Wristbands and access rights to the areas will be checked with a special electronic device, which indicates whether the participant is authorized to enter a specific area. Loss, damage or destruction of the wristband or RFID tag is the participant’s responsibility. In such cases, the participant will not be able to remain in the festival area until they obtain a new and valid wristband and RFID tag. Broken, damaged or worn RFID wristbands and tags can only be replaced upon return of the original, regardless of its condition. The rights are transferred to a new device, and the organizer does not guarantee replacement in the absence of the original version. For any problems, participants can visit the help desk located at the containers at the festival entrance.

Tickets purchased for the entire week are not valid on Saturdays, between 06:00 and 14:00. During this time, access is exclusively based on a separate registration. Persons, including Event Participants, who wish to participate in the speeches, presentations and events held during this time at Tusványos, are required to register on the platform www.tusvanyos.ro.

In order to resolve any issues, participants must present their identity document and the ticket(s) used to pick up the wristband.

3.5. Residents of Băile Tușnad benefit from free access to the Bálványos Summer University and Student Camp – Tusványos event, by presenting an identity document certifying domicile or residence in the locality. After verification of the identity document, they are entitled to pick up the bracelets equipped with a chip.

3.6 Tickets can be purchased online at www.tusvanyos.ro, using the online payment system contracted by Banca Transilvania, in accordance with the terms and conditions issued by them, or on site. In the case of purchasing tickets online, payment is made only by card, and the ticket will be issued only when the payment has been confirmed by the system contracted by Banca Transilvania.

3.7. At the request of the security team or the organizers or other competent bodies or authorities, the Participant has the obligation to present the access documents and identity documents.

3.8. To ensure the safe conduct of the event, Tusványos reserves the right to restrict the type of objects that can be brought onto the site of the Event.

This list is not exhaustive, the organizer having the right to prohibit access to the event to the extent that the object owned by the participant could endanger the safety of other participants or present a danger to the safe conduct of the event.

 

Therefore, it is forbidden to enter the Event with the following items:

  • Drugs or any kind of psychoactive substances
  • Weapons or any objects that can be adapted as weapons or projectiles
  • Knives, blunt objects or any sharp-pointed or sharp-edged objects, daggers, electric shock devices
  • Torches, smoke detectors or any other pyrotechnic items (e.g. fireworks, firecrackers)
  • Lasers,
  • Tear gas, irritating, toxic and paralyzing substances
  • Umbrellas of any kind or shape (in case of rain, capes will be used);
  • Banners supported by poles, flag poles
  • Flammable or explosive materials and substances (Sprays, corrosive/flammable substances, paints or containers with harmful or flammable substances; flammable cosmetics, etc.);
  • Bottles (including but not limited to perfumes, sprays or deodorants);
  • Chains or objects that have chains attached (such as wallet, pants, etc.);
  • Professional cameras or video cameras, including any type of DSLR camera or with detachable lenses, excluding compact cameras and camcorders;
  • Drones,
  • Selfie sticks and tripods,
  • Devices that produce sound, operated electronically, mechanically or manually, such as megaphones or vuvuzelas, musical instruments;
  • Speakers, amplifiers or audio systems;
  • Any antisemitic, chauvinistic, sexist, racist, homophobic, hate-inciting materials or materials that contravene the principles of respect for human dignity, political or other illegal/prohibited materials, discriminatory propaganda messages;;
  • Any objects that may cause injury to other Participants.

3.9. Access with prescription drugs, insulin, drops – medical use, inhaler spray for asthma is allowed only if they are accompanied by a medical letter or any other document replacing it and in the maximum recommended daily amount.

3.10. Due to the very strict rules regarding prohibited items, the people responsible for the security and monitoring of the Event will thoroughly search each participant, and any prohibited items discovered during the check will be stopped at the gate, without the Organizer taking responsibility for them.

3.11. All Participants are advised to consult the list of prohibited items and not to have such items on them within the site of the Event.

3.12. With regard to lost objects, the Organizer will set up a space where such objects can be brought and from which each owner can recover their belongings within 72 hours, but no later than the first day after the end of the Event – 10.00 A.M.

3.13. The organizer has the possibility, but not the obligation, to photograph the lost objects and display them on social networks, as the case may be, to the extent that this action would not violate the legal norms regarding the protection of personal data.

3.14. On the first day after the end of the Event at 10 AM, all unclaimed objects will be handed over to their issuers (example: identity card, birth certificate, etc., to the attention of the Local Police; bank cards to the attention of the issuing banks). Objects without an identifiable issuer, regardless of value, will be donated to charity, to the extent possible and depending on the nature of the objects.

3.15. The organizer is not responsible for the Participant’s property or for any damage caused to them.

3.16. It is forbidden to enter the Event site by car, rollerblades, skates, bicycles, hoverboards, as well as similar goods.

3.17. For the safety and/or comfort of the participants, the organizer reserves the right to temporarily stop access to certain areas, if it considers that the areas have reached their maximum authorized capacity.

3.18. The camping areas, together with the related facilities, will open on July 22, 2025, at 10:00 AM, and will close on July 27, 2025, at 12:00 PM. After the closing time, the organizers will no longer provide supervision of the camping areas. Both areas will be open non-stop, and participants with valid access can enter and exit at any time.

3.19. The organizers are not responsible for the loss or theft of personal belongings.

3.20. It is strictly forbidden to install garden or terrace furniture in the camping areas. Participants are required to bring only tents suitable for the number of people who will sleep in them. Tents with large or oversized entrance halls will not be allowed. The organizers reserve the right to refuse access to certain tents in the camping area.

3.21. All participants will be subject to body and baggage checks each time they enter the camping areas. The organizers do not assume responsibility for confiscated items. Participants may return to their cars to store prohibited items, except for those illegally possessed, which will be handed over to the authorities. The organizers are not responsible for items left in cars. Any person in possession of illegal items will be immediately reported to the authorities.

3.22. The use of generators or stoves is prohibited on the festival grounds.

Tents must be placed only in designated areas and are not allowed on access roads, near toilets or showers. Throwing garbage outside of specially arranged containers is strictly prohibited!

3.23. Campers must present their festival wristbands at the entrance. The RFID tag on the wristband verifies access rights to the respective area. The validity of the RFID tag will be checked by the organizers using an electronic scanning device. The tag is only valid if the data on it matches that of the participant. The organizers will provide showers, toilets and perimeter lighting to participants in the camping areas.

3.24. Any damage to showers, toilets, lighting systems or fences will be sanctioned, and the person responsible will be required to pay the repair costs established by the organizers.

IV. MINORS

4.1 Minors are not allowed to drink alcoholic beverages, energy drinks, smoke cigarettes

4.2 The minors will receive red bracelets, which will make it easier to identify them.

4.3. The organizer recommends all minors to come accompanied to the event.

4.4. The organizer will not be held responsible for any incident or accident involving minors. The entire responsibility for them rests with the minors and/or their parents/legal representative or guardian. The purchase of tickets by a minor creates a presumption in favor of the Organizer that the minor’s legal representative has read and is aware of the provisions of these TCG and the Regulations of the Bálványos Summer University and Student Camp  – Tusványos, assuming full responsibility for the minor’s actions.

4.5. The organizer draws the attention of the parents/legal representative or persons exercising parental authority to the fact that they are responsible for the supervision of the minor and will be held liable for any damage resulting from failure to comply with this obligation.

V. BEHAVIOR DURING THE EVENT

5.1 Within the site of the event, participants are obliged to refrain from all actions, statements or behavior likely to endanger the life, health or physical integrity of other people or that may violate their rights.

5.2 Any form of economic, commercial or advertising activity within the site of the event without the prior written permission of the Organizers is prohibited. If the Organizers find that such activities are taking place within the site of the event, they reserve the right to remove the persons in question and deny them access to the event.

5.3 The sale of alcoholic beverages must comply with the provisions of the law, and no such beverages may be offered to minors under the age of 18 and to intoxicated persons by any vendor within the Event site.

5.4 The use of substances qualified as drugs is prohibited on the site of the Event and is punishable by law. The organizer reserves the right to remove him from the site of the Event and to no longer allow him access, requesting the intervention of the competent bodies in this regard.

5.5 The Organizer reserves the right to check during the Event to ensure that alcoholic beverages are only given to participants who present a certification or a document showing that they have the right to consume alcohol (e.g. an identity card that proves their age).

5.6 Demonstrations of any kind, not related to Tusványos, regardless of the number of participants, are prohibited, unless the Organizers have given their prior written approval in this regard. This approval is granted by the Organizer at its free choice, according to the criteria established by it, based on the prior request of the organizer of the respective demonstration. If an approval is obtained, participants are required to comply with these GTCs and to behave in a manner that does not disturb, hinder, limit or make impossible the participants’ well-being, ability to move, access or exit the site of the Event.

5.7 The Organizers have the right to terminate the demonstrations (both those which it has authorized in accordance with and those which it has not expressly authorized) without giving a reason for doing so or requesting the competent authorities to terminate demonstrations. The organizers have the right to determine the conditions of the demonstrations, in particular the number of participants, their location and duration, at their own discretion. If the Organizers declare the end of a certain demonstration, the participants are obliged to stop the demonstration immediately. If the Organizers establish conditions for an authorized or recognized demonstration as described above, participants are required to fully comply with these conditions.

5.8 On the site of the Event, the authorized and appropriately qualified employees of Tusvanyos or its Contractual Partners, as well as the employees or collaborators of the Partners, will ensure the application of the rules of conduct and safety. Participants expressly undertake, by virtue of their participation in the respective Event, that they will fully cooperate with these persons within the limits of the law and will comply with their instructions during the Event in case of emergency or if other significant circumstances (e.g. for reasons of public health) justify it.

5.9 Both free and paid Services and Products can be used at the Event. Entrants agree to pay for all Services and Products for which payment is charged, and are responsible for the prompt payment of all purchase prices and fees due.

VI. VIDEO SURVEILLANCE AND PERSONAL DATA PROCESSING

6.1. For security reasons, the site of the event is monitored with video cameras. The processing of participants personal data taken through the video surveillance cameras takes place whenever you are in the premises of the event, and by participating in the event you explicitly give your consent for this processing. Also, the concerts / programs as well as the entire event can be video/photo recorded by our contractual partners, for marketing and advertising purposes.

6.2 The categories of personal data processed, the means, purposes of the processing, as well as the entire policy of the Event regarding the processing of personal data can be found in the Privacy Policy of the event available at www.tusvanyos.ro.

6.3 According to EU Regulation 679/2016 (GDPR) you benefit from the right of access, rectification, the right to obtain data deletion or restriction of processing, the right to data portability, the right to opposition, the right not to be the subject of a decision based exclusively on automatic processing.

6.4 To exercise these rights, you can send a written, dated and signed request to the address tusvanyos@tusvanyos.ro.

VII. HEALTH AND SAFETY

7.1 Taking into account the scope of the Event, the Organizer will take the appropriate measures, so that the Participants are informed about the prevention and protection measures and activities within the site of the Event.

7.2 Each Participant has the obligation to show a civilized behavior towards the other Participants of the Event.

7.3 To the extent that the Organizer considers that a Participant endangers the safety of other Participants or creates a situation of discomfort for them or behaves in a manner that affects the smooth running of the Event or the atmosphere of the Event, the Organizer reserves the right to request the assistance of the Gendarmerie or the security company to escort that Participant out of the Event and not allow him access back to the Event.

7.4 Government agencies, MAI institutions or other authorized bodies may provide the Organizer with negative advice regarding a person’s access to the Event. In this case, the Organizer is entitled to deny the Participant entry to the event perimeter.

7.5. Participants acknowledge the potential risk of contracting epidemic diseases. The organizers will not guarantee that the perimeter of the Event is or will remain entirely free of epidemic diseases. Entrants assume full responsibility for any loss or damage incurred in connection with epidemic diseases.

VIII. LIMITATION OF LIABILITY AND FORCE MAJEURE

8.1 The Organizers reserve the right to modify, restructure and further develop the Event, the Services and the Products offered within the Event, including but not limited to changes to the programme. Participants are not entitled to any claim against the Organizers regarding these changes, restructuring or further developments. However, the Organizers will make every effort to provide the communicated programs and Services and, if their provision becomes impossible, they will put significant effort into replacing the canceled program or previously communicated Service with another program or Service, to the best of their abilities.

8.2 Therefore, the Organizers will not guarantee the availability, content, quality and quantity of the programs and Services to the Participants. These elements may take shape depending on the special characteristics of the location, the extraordinary situations involved and the equipment present within them (such as the number of seats of a certain location).

8.3 The Organizers are not obliged to cancel the Event in case of bad weather, however, if the authorities request the suspension or closure of the Event by the Organizers due to force majeure, the Event or part of it will be cancelled/suspended, and The Organizers cannot be held responsible by the Participants or other third parties for its closure/suspension.

8.4 The organizers do not assume responsibility for damages arising from or suffered in connection with the purchase or use of Services and Products provided by Contractual Partners or for damages of any nature suffered by participants as a result of participating in artistic moments or subsidiary activities within the Event.

8.5 Participants will enter the Event exclusively at their own risk, being liable for damages suffered or caused to other participants within the Event. The Organizers will only be liable if the respective damages are caused exclusively by the Event and could not have been avoided by the Participant by taking due diligence in this regard.

8.6 Participants are fully liable, both under civil and criminal law, for any damage they cause to the Event, the Organizers’ Contractual Partners, other Participants and Third Parties within or in connection with the Event.

8.7 The organizers are not responsible for damages that may occur outside, on the way to or from the site of the event.

8.8 The Organizers have the right to immediately terminate the legal relationship with the Participant who has violated any provision of these GTCs and/or the Regulations of the Bálványos Summer University and Student Camp – Tusványos in connection with the Event. In such a case, the Participant will be forced to leave the Event.

8.9 In addition to the immediate termination of the legal relationship with the Participant, the Organizers have the right to subsequently refuse their access to the event, including in subsequent years.

8.10 The Participant consents to be given the medical treatment that may be considered appropriate in case of injury, accident or illness during the Event and fully exonerates the Organizers and all persons participating in the provision of the respective medical treatment from liability for any such actions.

8.11 Continuous first aid and medical assistance services will be provided within the site of the Event. The organizers are not responsible for how these services are provided.

8.12 Participants, pregnant women, and people who suffer from mental, physical illnesses and who may be affected in any way by loud noises, special visual effects, crowded areas, special sound effects or any other such, assume full responsibility for the damages they may suffer.

8.13 Likewise, the Organizer does not assume responsibility for any damages or injuries that may occur as a result of fireworks. Participants assume full responsibility for their physical/mental ability to participate in various activities within the Event. We recommend carrying out specialized medical checks before participating in activities that require an increased level of effort.

8.14 The organizers will not have any responsibility, of any kind, for any kind of damage (direct or indirect) resulting from the use or inability to use the information presented on the website in relation to the Event. The organizers, without any prior notice, may delete, change or add any information on the site, suspend any activity on the site. The organizers are not responsible for the comments posted by users on the official social networks of the Event.

8.15 The organizers will have no responsibility, if references are made to sites other than the official ones of the Event, and do not guarantee and/or confirm in any way the type of information that can be found on these sites. They are also not responsible for the comments posted by users on these sites. Any information, data, text, photos, graphics, etc. contained on these sites are the responsibility of that person/entity from which they originate. Under these conditions, the Organizers cannot guarantee the content of the site including, but not limited to, truncated, incomplete, wrong information or for any consequences of their use.

8.16 The organizers make no guarantees of any kind that the official website of the Event will function uninterrupted, secure and without errors of any kind. The site may be discontinued by the owner or administrators at any time without any prior notice and without any claim of any kind from its users.

8.17 The value of purchased tickets will not be refunded in the event of cancellation of the Event by the Organizer due to force majeure or fortuitous circumstances. Force majeure or fortuitous event means any external and unforeseeable event such as, but not limited to: storms, threats or risk of terrorist attack, acts of public authorities, whether legitimate or not, epidemics, pandemics, accidents, explosions, fires, floods, torrential rains, earthquakes, social conflicts, major short circuit, high risk of health damage or any other cases that cannot be foreseen or removed through diligence and prudence by the Organizer.

8.18 Moving the venue of the Event and/or the programs in the same geographical area is not a reason for the return of the ticket price.

8.19 The dates of the Event can be changed unilaterally by the Organizer in case of force majeure or fortuitous event without any obligation to refund the ticket price to the Buyer.

IX. INTELLECTUAL PROPERTY RIGHTS

9.1 Everything that is posted on the website as well as on various types of supports on the site of the Event, such as, but not limited to, images, texts, graphic elements, symbols, logos, databases, etc. is the property of the Organizers and/or its Contractual Partners. All of this falls under intellectual property law

9.2 Participants and Third Parties may not use, copy, distribute, publish or incorporate in other documents or materials such markings/information in any form for the purpose of obtaining income without the express prior written permission of the Organizers and/or its Contractual Partners.

9.3 The images, logos, texts of the Contractual Partners of the Event belong to them and are reproduced on the website or on the site of the Event with their consent.

9.4 The Organizers will make every effort to identify messages they have received on the Site and/or social media which have not been addressed to them, though re-establishing the direct link to the source or through mentioning the persons figured on this Site, but cannot always guarantee the existence of the reproduced source.

X. REUSABLE CUPS SYSTEM

10.1. In order to reduce waste, the festival is implementing a reusable cup system, designed to minimize the use of single-use cups.

10.2. Purchase of cups: At the points of sale of the Event, drinks will be served in reusable cups, which must be purchased at the price of 10 RON per cup. Shot and wine glasses are exempt from this rule. Depending on the drink purchased, participants will receive 400 ml cups. These cups can be reused, thus contributing to the reduction of plastic waste.

10.3. Important: Reusable cups can only be returned during the validity of the entrance ticket. Participants with one-day tickets must leave the festival area upon the expiration of the ticket validity. After leaving, the organizers are not obliged to allow them to return to return the cups.

10.4. Return and refund of cups: At the end of the festival or when the cup is no longer needed, participants can return the cups to the designated collection point and will receive 10 RON back per cup. Refunds will be made in cash to the participant. Cups can only be returned to the designated point by July 27, 2025, 06:00.

10.5. Exchange of cups: Dirty cups can be exchanged for clean ones free of charge at the event points of sale.

10.6. Responsibility and use: The cups remain the property of the participant from the moment of purchase until return. Participants must use the cups responsibly and are not allowed to throw them away on the Event territory. The Organizer is not responsible for lost or damaged cups, and in such cases no refunds are offered.

XI. SPECIAL PROVISIONS

11.1 Persons, including Participants at the Event, who wish to participate at panel discussions, presentations and events held on Saturday in the Event period, between 06.00 and 14.00 at Tusványos, have the obligation to register on the platform www.tusvanyos.ro.

11.2 Persons’ registration will be confirmed by a QR code communicated through e-mail on the day of Friday of the Event period, to all persons accepted to participate, which must be presented at the entrance and wristband pick-up points. The person who does not present the QR code will not have the right to receive a wristband and to enter the site of Tusványos.

11.3 Access to unregistered persons or those who do not have a valid QR code is prohibited on the Saturday of the Event between 06.00 and 14.00 to the Tusványos site, and access may be restricted by the Organizers or any other person authorized by them.

11.4. If the QR code does not work or cannot be scanned properly, its validation will be carried out exclusively at a specially arranged checkpoint by the Organizer. The personnel at the access points have the authority to decide on the validity of the QR code. Therefore, presentation at the checkpoint in such cases is mandatory to resolve the situation.

XII. CONFLICTS

12.1 Any dispute arising between the Organizers and Participants as a result of participation in the event or use of the website will be settled amicably. In case this is not possible, conflicts will be settled by the Romanian courts in Cluj-Napoca.

12.2 Applicable law is the law of Romania and in case of any discrepancies between language versions, the Romanian version shall prevail.

XIII. MISCELLANEOUS

13.1. Chapter names and sub-headings are for reference only and should not be taken into account in the interpretation or construction of these GTC.

13.2. Should any of the clauses of this GTC be declared null and void or unenforceable, the remaining clauses shall continue to have effect and the clause declared null and void or unenforceable shall be replaced by a new clause reflecting as closely as possible the Organizer’s will.
